Jennifer E. Williams, Ed.D, NCC, PC

Jennifer E. Williams, Ed.D, is President, and Lead Consultant of J. E. Williams and Associates, LLC.  As such, she oversees the design and implementation of all of the company’s social service, evaluation, professional development, and research contracts and coordinates the efforts of key stakeholders in these efforts.  Dr. Williams employs a rigorous process of formative, implementation, and summative evaluation as the basis for initial and ongoing project management.  She works collaboratively with the directors, owners, and consumers of community, regional, and national organizations to develop and vitalize a shared vision of empowering people to increase their academic, social, spiritual, emotional, and economic capacities to experience success in starting and sustaining a productive and autonomous lifestyle.  Dr. Williams specializes in strategic planning, group facilitation, case studies, qualitative/quantitative data analysis, and creating continuous improvement systems.

Dr. Williams brings her history of work in the corporate sector (including 18 years with Procter & Gamble), expertise in managing cultural diversity, facilitating community coalitions, and a thorough knowledge of education program development and evaluation to all of her service delivery.  Dr. Williams currently provides research, technical support, and business consulting on the implementation of culturally responsive education, community development, and systems change projects.  She leads the application of contextually relevant research and evaluation findings for organizational and community capacity building.  She is responsible for evaluations of local, state, and national projects.  One of these Ohio-based projects is the evaluation of the Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) program, which prepares youth who are of economically disadvantaged or under-represented racial/ethnic groups for post-secondary education.

Additionally, Dr. Williams is contracting with the Cincinnati Public Schools Supplier Diversity Program to monitor the implementation and assess the outcomes of providing education, mentoring, networking, and inclusion opportunities to women-owned, minority-owned, small, and disadvantaged business enterprises for increased contractual participation.  She is providing business development oversight for the Greater Cincinnati Women’s Chamber of Commerce’s latest entrepreneurial expansion.  She engages in research and evaluation consultation with organizations that want to increase their capacity for making data-informed decisions and program improvement while serving diverse populations.  Such organizations include the Cincinnati Community-Police Collaborative Agreement, Cincinnati Neighborhood Health Care, Inc. and the Warren County Partnership for Success.

Dr. Williams not only has expertise conducting culturally relevant and context-specific research and evaluation, but also in the supervision and professional development training of counselors and teachers to ensure that they are culturally competent in providing services to diverse client populations.  She maintains a state and national counseling license.  Dr. Williams has taught courses on school-based, multicultural, group, family, individual, and agency / community counseling to masters-level students as well as chemical dependency counseling to doctoral students and Employee Assistance Program service provision to corporate professionals.
